Your challenge
War Child Alliance (WCA) has committed to expanding our response to Sudanese refugees/returnees in neighboring countries, to growing a locally-led response inside Sudan. The role of the Emergency Response Manager is to effectively lead and coordinate the overall design, launch and execution of WCA’s emergency response in Sudan, working closely with the South Sudan Country Management Team (initial base of operations), Africa Regional Office and Humanitarian Unit. As a return to the country for WCA in a new rapidly changing operating environment, initial priorities include enhanced strategy development, identification and launch of programmatic and operational modalities and partnerships, and positioning within relevant coordination structures. This involves coordinating response efforts across multiple areas and ensuring the sourcing and allocation of necessary resources to effectively scale relevant interventions and enable partners.
Main Tasks and Responsibilities
Overall Emergency Response Planning and Management (40%)
- Responsible for further developing and delivering WCA’s Response Plan for Sudan, ensuring relevance, strategic alignment, ambition and forward positioning.
- Responsible for deploying an agile operating platform in Sudan, in coordination with peer agencies and the Head of Humanitarian
- Responsible for developing, launching and monitoring initial interventions with new national and international partners, in line with WCA’s partnership management procedures, localisation framework and sectoral standards.
- Maintains updated conflict and humanitarian analysis, sharing information internally on forecast developments, implications and opportunities.
- Anticipates, assesses and manages risks in coordination with South Sudan CMT, Africa Regional Director, Global Security Advisor and Head of Humanitarian, regularly assessing changes in the operating landscape and adjusting mitigations as required.
Representation, Partnerships & Coordination (30%)
- Identifies, establishes and represents WCA in relevant coordination forums, ensuring the response is aligned with wider sectoral priorities and approaches.
- Centers resources and efforts to expand and enable WCA’s partner network inside Sudan, focusing on strengthening operational capabilities and partner duty of care.
- Develops and maintains relationships with peer agencies, identifying strategic alignments and developing consortiums.
- Leads joint planning with WCA Global Programmes (Can’t Wait to Learn and Team Up), ensuring a joint approach and complementary efforts.
- Focal point with Global Communications Team on content needs for internal and external communications, e.g. updating regularly on programme and partner interventions through sitreps, and case studies.
- Acts as media spokesperson when required.
Fundraising & Grants Management (30%)
- Actively positions WCA and partners with current and prospective institutional donors, developing donor relationships and complementary consortiums
- Leads the development of funding proposals in coordination with country, regional and global colleagues.
- Establish and embed necessary scalable structures and staff capabilities to effectively grant manage donor funds, ensuring projects are delivered on time, within budget, with quality and compliance.
- Develops comprehensive implementation plans that guide all staff and partners involved in the response and ensure timely completion of core activities and grant commitments.
- Ensure donor risks and challenges are identified promptly and coordinated with relevant donors and fundraising members.
- Coordinate with South Sudan CMT on planning, budgeting and forecasting processes; closely monitor and track expenditure and course-correct where necessary to ensure adherence to project budgets and spending plans.
- Oversight of all administrative, financial, and budgetary aspects of relevant grant agreements in line with donor rules and regulations.
Relations
- The Emergency Response Manager (ERM) reports to the South Sudan Country Director, with dotted lines to the Africa Regional Director and Head of Humanitarian.
- The position can be based remotely, with possible visits to Sudan depending on security and access approvals.
- The ERM collaborates closely with the Country and Regional Management teams, including Head of Operations, Head of Programmes and Technical Advisors.
- The ERM works directly with local partners and actors in Sudan as appropriate
Knowledge and Experience
- At least 8 years of hands-on experience in leading and supporting humanitarian responses.
- Experience establishing new programmes and operations
- Experience in managing multiple projects in complex environments, preferably portfolios focusing on child protection/MHPSS/education.
- Experience working in Sudan is an advantage.
- Experience and willingness to operate in high risk environments
- Previous experience delivering grants funded by UNICEF, ECHO, OCHA HF, and other institutional donors.
- Ability to understand and manage the information needs and expectations of multiple internal & external stakeholders and provide information management, reporting, and decision making in changeable emergencies.
- Demonstrated experience in working with multiple partners.
- Demonstrated experience of managing complex budgets.
- Knowledge and experience with monitoring systems and risk management processes.
Skills and Competencies
- Pragmatic driver with a flexible approach and an ability to get things done while demonstrating cultural sensitivity, empathy, effectiveness and creativity.
- Strong communication and coordination skills.
- Strong spoken and written English skills
- Arabic-speaking is preferred
- Demonstrated project management skills
- Ability to travel flexibly in the region.
- Team-oriented, with the ability to work efficiently and independently.
- Proficient in Microsoft Office – word processing, spreadsheets, etc.

- Contract duration: War Child Alliance will offer a 6 month contract with the intention to prolong into an open ended contract depending on availability of funding.
- Working hours: Full time, 40 hours per week.
Note: The position is based in any country were War Child Alliance has presence and the position holder is expected to travel in War Child Alliance Africa Region offices as needed.
