The Programme, Research & Partnerships (PRP) department consists of skilled and driven professionals who are committed to our mission: a world without leprosy. Due to the departure of our colleague, we are looking for a:
Planning, Monitoring, Evaluation & Learning (PMEL) Advisor
NLR is a strong believer in collaboration. NGOs with the same mission in Brazil, Indonesia, India, Nepal and Mozambique are part of the NLR Alliance and supported by our international office (IO) based in Amsterdam. The PMEL Advisor is responsible for the development and implementation of NLR’s PMEL policy and tools, so that members of the alliance and other partners can measure progress, gain insight into the efficiency and impact of the work, be transparent, learn and put what has been learned into practice. The PMEL Advisor also provides support to the development and proper functioning of the NLR Alliance as a whole.
What will you do as a PMEL Advisor?
• Development and execution of the NLR PMEL policy: You promote and guide the application of the PMEL guidelines and tools across the NLR Alliance, further developing and refining them in line with our multi-annual strategy (MAS). You promote the implementation and monitoring of the organisation’s Theory of Change (ToC) as the impact framework of our programmes and projects.
• NLR Alliance monitoring and support: You participate in NLR’s annual planning and reporting cycle at the IO and Alliance levels, coordinating project reviews, audits, evaluations and learning moments. You develop and update the monitoring tools and documents that are the foundation of the Alliance.
• Project/programme data management: You are responsible for the consolidated data from the organisation’s PMEL system, necessary for the information needs of all stakeholders. As needed, you support PMEL in major programmes and projects.
• Advise & Capacity strengthening: By guiding, training and advising colleagues of NLR, you strengthen PMEL in the alliance. You will also collaborate with the Institutional Funding and Fundraising & Communications teams on proposals.
• We work in a small team, and when necessary, you will assist colleagues within the International Office with additional tasks related to proposals, reporting and quality control.
Your profile and experience
You are able to bring together results achieved, lessons learned, new knowledge and innovative developments and use them for management information, organisational learning and communication to external donors and partners. As a connector, you can easily establish relationships between people and areas of work. You enjoy working together in a team and have experience working in a dynamic, multicultural environment. You recognise yourself in the core values of NLR: results-orientation, connection and flexibility.
Furthermore, we are looking for a candidate with the following knowledge and skills:
• A Masters level degree in a relevant discipline;
• A minimum of 5 years of experience in a PMEL-related position (international experience is a plus);
• Experience in the use and application of the Theory of Change and Outcome Harvesting methodologies;
• Experience in connecting theory and practice in international projects;
• Experience working in an NGO or alliance is an advantage;
• Excellent command of the English language.
