Vacancy: Planning, Monitoring, Evaluation and Learning (PMEL) officer

In this role, you will play a pivotal role in developing, coordinating, and managing all planning, monitoring, evaluation and learning processes at Wemos. Your objective? To ensure that all these processes are streamlined and support our organization in advocating global health justice.

Based on our knowledge and experience, we influence governments and international institutions, and work with local organizations linking their national advocacy to the broader global changes and vice versa. Wemos has a track record of over 40 years on global health in the Netherlands and at international level.
Presently we are looking for a content-driven, well-organized and highly motivated
PMEL officer
(32/36 hours/week)
What you will be doing
- Manage and further develop Wemos’ content-driven PMEL strategy, including a results framework, ensuring that it is aligned with and supporting of the overall Wemos strategy.
- Continue to develop the PMEL system, identifying and introducing (digital) tools and new methodologies suitable for a lobby and advocacy organization.
- Coordinate and manage PMEL processes within the organization:
- Facilitate and assist in the development and revisions of Theories of Change (ToCs) for our programmes, including development of key indicators (both qualitative and quantitative) and actor & power mapping.
- Collect, record, and report on indicators on a quarterly basis, both for donor reporting and internal monitoring work.
- Coordinate the development of progress and periodic reports assuring quality and compliance with donor requirements.
- Coordinate the reporting of the sub-contractors/partners of our programmes
- Facilitate annual reflection sessions with the teams using tools such as ‘outcome harvesting’ to link our work to outcomes.
- Coordinate and further develop organizational learning, among other things through the application of the Wemos impact assessment tool, and support the implementation of lessons learned in Wemos work.
- Coordinate external and internal evaluations of our programmes.
- Contribute to the development, implementation and evaluation of guidelines to safeguard the methodological quality of the evidence we build and use to inform our advocacy.
- Coordinate the PMEL component of funding applications, in close collaboration with the programme teams.
Position in the organization
The PMEL officer is supervised by the director, and will work in close collaboration with the rest of the PMEL team (PMEL officer and junior PMEL officer), the head of programmes and the communication manager. As PMEL officer you will supervise the junior PMEL officer.

- A competitive gross monthly salary depending on professional experience between €3.015 and €4.927 per month.

What we ask: required knowledge and skills
- Academic working and thinking level
- 8-10+ years of experience in a similar position in the non-profit sector
- Experience with theories of change and outcome harvesting or a similar methodology, preferably in lobby and advocacy
- Demonstrable knowledge and experience in the field of PMEL, including qualitative methods
- Fully fluent in English, written and spoken
- Strong planning capacities and able to work with tight deadlines
- Ability and flexibility to respond to change and ad-hoc situations
- Willingness to travel (approximately 2 – 3 times per year)
We consider it a big plus if you also
- Have knowledge of and/or affinity with global health
- Are familiar with IATI reporting
- Have experience working in and facilitating meetings in a virtual environment
