Rutgers combines work on the ground with research, advocacy and promoting public support. Our focus is on sexuality education and information, access to contraception and safe abortion and the prevention of sexual and gender-based violence.
Programme Officer (French-speaking)
(32-36 hours per week, vacancy number 2023-35)
In this role you will work on our programme Ado Avance Ensemble. The objective of this programme which is co-funded by the European Union is for vulnerable adolescents (10-19 years of age) to fully exercise their sexual and reproductive health and rights (SRHR). The programme is in its second year and is implemented in 5 countries in Francophone West Africa (Benin, Burkina Faso, Cameroon, Ivory Coast and Togo) and at a regional level by a consortium of 8 organisations, coordinated by Rutgers. You will also contribute to one or more other programmes, also implemented in Francophone West Africa.
You will focus on managing relations with a number of partner organisations in Francophone West Africa.
Command of French and English is essential for this role.
What you will be doing
In this role you will manage relations with our partner organisations in Francophone West Africa. This includes the following:
- You monitor progress and compliance with donor requirements, such as review of reports, budgets and work plans.
- You ensure communication and a smooth information flow between these partners and other colleagues at Rutgers as well as with other relevant stakeholders.
- You act as an expert on SRHR, access to information and education, reduction of unsafe abortion, meaningful inclusive youth participation and/ or the gender-transformative approach.
- You contribute to the Planning, Monitoring, Evaluation and Learning (PMEL) of the programmes.
- You take a pro-active role in ensuring sound cooperation and coordination within the partnerships and beyond;
- You contribute to mutual capacity strengthening and learning activities; advocacy and/ or external communication and visibility of the programmes;
You will work in close collaboration with partners and other relevant stakeholders in French-speaking countries in Africa. You will be part of one of our international programme teams. You will report to Loic Whitmore, the Programme Manager of Ado Avance Ensemble.
Your profile

You are a team player and networker, respectful to (cultural) differences and can navigate different values, backgrounds, genders and religions.
You have an interest and passion in the field of safe abortion as well as Sexual Reproductive Health and Rights, and meet the following criteria:
- You have a degree in Social Sciences or similar, or professional experience relevant for the position that proves you are at a similar level;
- You have at least three years relevant experience in an international setting, preferably in countries in Africa or Asia, working on Sexual and Reproductive Health and RightsYou are proven to be successful in country and partner management, including monitoring of compliance with donor requirements.
- You have a good understanding of the context in Francophone West Africa.
- Preferably, you have experience in managing partner relations in programmes funded by the European Union;
- Preferably, you have experience in facilitating mutual learning and capacity strengthening activities, such as workshops or coaching;
- You have professional working proficiency in English and French
- You are willing and able to travel abroad for work several times per year.
What we offer
You will work in an exciting and challenging international environment, with highly motivated and passionate colleagues. Depending on knowledge and experience, the maximum salary for a 36-hour working week for a Programme Officer is minimum € 3.616 and maximum € 4.785 gross per month (FWG scale 55; salaries per 1 January 2024). In addition to the primary employment conditions, Rutgers also offers a competitive package of secondary employment conditions, including a 8,33% end-of-year allowance. The collective labor agreement cao ggz applies.
Our office is located in Utrecht, the Netherlands, but you will be working with colleagues all over the world. Most colleagues work from home a significant part of the week. We strongly prefer a candidate based in The Netherlands.
