About GPPAC

The Global Partnership for the Prevention of Armed Conflict (GPPAC) is the world’s largest member-led global network of local peacebuilders. We bring together over 200 civil society organisations actively working to prevent violent conflict and build more peaceful societies. The Global Secretariat (based in The Hague, the Netherlands) supports the network through global advocacy, fundraising, communication, and Planning, Monitoring, Evaluation and Learning (PMEL).

GPPAC facilitates connections between network members for learning and knowledge exchange, and we work to make sure that the voices of local civil society organisations are heard in national and international policy arenas. GPPAC seeks to build a new international consensus on how we approach violent conflict, calling for a fundamental change: a shift from reaction to prevention.

About the position

GPPAC is seeking a Climate-Sensitive Peacebuilding Policy Officer to support a 30-month project with the European Union.

Launched in January 2025, the “Supporting local peacebuilding networks to advance impactful climate-sensitive peacebuilding policy, practices, and infrastructures” project aims to address the critical challenges climate change poses to peace and security. The project focuses on supporting local peacebuilders in Central America, Central Asia, and South Asia in designing and implementing climate-sensitive peacebuilding strategies tailored to their communities’ needs. Building on these strategies, the project also aims to support global actions to address the interlinkages between climate, peace and security. The project’s approach emphasises evidence-based analysis, enhanced adaptation and mitigation capacities, and the co-creation of inclusive policies and infrastructures to foster resilience and peace.

Responsibilities

As the Climate-Sensitive Peacebuilding Policy Officer, you will carry out policy and outreach at the international level to promote locally-anchored climate and peacebuilding policies, and support learning on policy and advocacy across the whole network. 

The key responsibilities include engaging regularly with regional members, developing their capacity to initiate and sustain engagement with policymakers; producing policy products deriving from the activities led by GPPAC regional networks, working groups or the Global Secretariat; contributing to monitoring, evaluation and learning of the project; supporting the delivery of quality reporting; and fostering strong relationships with the EU and other relevant stakeholders at global and regional levels.

This position is based in the Netherlands for a full-time or part-time (32 hours per week). Candidates must already have the right to work in the Netherlands. The position will involve regular travel to Brussels (Belgium) and occasional international travel. The position is offered from October 2025 for one year, with the possibility of an extension for the duration of the project.

Policy, Advocacy and Learning (70%)

  • Lead the development and implementation of GPPAC’s advocacy strategy on Climate, Peace and Security, focusing on Central America, Central Asia, and South Asia.
  • Facilitate locally-grounded policy engagement by coordinating with regional members and working groups to elevate their priorities in global policy spaces.
  • Monitor global policy trends on climate-sensitive peacebuilding and identify opportunities for influencing key actors and processes.
  • Represent GPPAC in relevant policy fora, meetings, and networks, including travel to Brussels and selected international events, to ensure the perspectives of local peacebuilders are heard.
  • Promote and facilitate cross-regional learning and inter-member exchange, documenting and amplifying locally rooted knowledge and strategies.
  • Coordinate the co-creation and lead the drafting of policy products (briefs, statements, reports, including desk and primary research, etc.) that reflect and support members’ efforts.

Communication and Outreach (20%)

  • Work with GPPAC’s communications team to increase the visibility and resonance of the Climate, Peace and Security agenda, focusing on locally led efforts.
  • Support the drafting of accessible content, including social media posts, articles, and talking points, tailored to different audiences and communication channels.
  • Contribute to the design and implementation of outreach strategies around key events, policy moments, or regional activities.
  • Assist with the planning and delivery of external-facing events such as workshops, side events, and webinars.

Internal Coordination and Reporting (10%)

  • Ensure regular coordination and information sharing across relevant Global Secretariat colleagues and regional partners to align efforts and maintain strategic coherence of GPPAC policy work.
  • Contribute to joint planning processes, including GPPAC 2026-2030 Strategic Plan, and internal reflection to support adaptive implementation.
  • Assist with the collection of data and documentation of results and lessons learned in line with donor requirements.
  • Support the Project Coordinator by providing inputs for donor reports and internal updates in collaboration with MEL and finance colleagues.

Requirements

Education and Professional Experience

  • Master’s degree in climate change, environmental science, international relations, peace and conflict studies or a related field. A Bachelor’s degree with an additional two (2) years of experience would be accepted. Specialised training on the intersection between Climate, Peace and Security is an advantage.
  • At least five (5) years of experience in civil society policy, advocacy, and outreach, including a minimum of two (2) years focused on climate-related issues. Experience working on EU-funded projects is an advantage. 
  • Experience working on peacebuilding and/or conflict prevention initiatives, particularly in climate-affected contexts, is strongly preferred.
  • Proven stakeholder engagement skills with policymakers and international actors, including the UN, EU, and national governments.
  • Familiarity with and understanding of the civil society sector, networks, and coalitions, with prior experience working with local peacebuilding or climate justice actors.
  • Proven ability to work effectively across diverse, remote, and intercultural teams.

Core Skills

  • Demonstrated understanding of the intersection between climate change, conflict prevention, and peacebuilding, and familiarity with key stakeholders such as the EU and the UN that are driving efforts to sustain these initiatives.
  • Excellent command of written and spoken English.
  • Proven ability to independently develop policy strategies, advocacy plans, and written products.
  • Ability to interpret policy language and make it accessible to local peacebuilders.
  • Strong interpersonal skills with the ability to build and maintain strong relationships with internal and external stakeholders, including local actors, policymakers, and international organisations.

Preferred Skills

  • Work experience and familiarity with the political and security contexts in Central America, Central Asia, or South Asia, particularly related to climate change and peacebuilding.
  • Understanding of the workings of networks such as GPPAC and experience engaging with network-based approaches.
  • Previous experience working on peacebuilding projects or climate adaptation projects in regions in the Majority World, especially connecting local knowledge to global strategies.
  • Willingness to travel for work when needed.
  • Proficiency in Spanish, French, or other relevant languages is an asset.

Candidates must (be willing to) reside and work in the Netherlands. If the candidate is not an EU citizen, they must already possess a Netherlands residence and work permit valid for more than one year.
