PSI-Europe is an independent NGO, affiliated in name with Population Services International (PSI). The PSI network is comprised of local offices in over 30 countries throughout Africa, Asia and Latin America and the Caribbean, with headquarters in Washington DC, USA; in Nairobi, Kenya; and in Amsterdam, The Netherlands. PSI Europe’s mission is to support, promote, and mobilise resources for the PSI network in its contribution to universal health coverage (UHC), primarily by shaping the policies and priorities of European donors and stakeholders. In some cases—when donors prefer funding to flow through a European entity or where there is strategic alignment—PSI Europe may also oversee the implementation of programmes.

The Position
As PSI-Europe continues to grow and expand its team across multiple countries where it does not have a legal presence, the need for robust Employer of Record (EoR) and HR management has become increasingly critical. From a small NGO with approx. 5 employees (next to interim capacity) we will grow to ca. 40 employees in a short term (80% abroad). The HR role develops from doing HR tasks to building the HR function.

The HR/EOR Officer/Manager is an integral member of the PSI-Europe team.

This position is based in the Netherlands. Although the head office of PSI Europe is located in Amsterdam, the role is predominantly remote, with the expectation that the successful candidate will primarily work from home.

The HR/EOR Officer/Manager will play a critical role in ensuring the effective management of HR operations and Employer of Record services, supporting both organizational objectives and compliance requirements across multiple jurisdictions. In this capacity, you will operate as a hands-on leader, combining strategic oversight with active involvement in day-to-day HR and EOR activities, and providing guidance and support to colleagues where required. In this role, strategic and operational responsibilities are closely integrated.

RESPONSIBILITIES: As an HR & Employer of Record Officer / Manager in an internationally operating organization, you are responsible for the upgrade / design, and implementation, but also for the handson execution and continuous improvement of HR and EOR-related processes and policies. You will ensure that all activities are aligned with organizational objectives, compliant with applicable regulations, and supportive of PSI-Europe’s continued growth and professionalization.

Key activities include:

  • Recruiting, Onboarding, Performance management, Employee relations and culture, HR administration and compliance, training and capacity building, HR systems and tools implementation.
  • Reviewing and updating the HR Policy Manual and processes in line with organizational growth (including HR policies as leave, working hours, code of conduct, safeguarding, salary and benefits, onboarding, offboarding across approx. 8 countries (Europe, North America, Africa).
  • Within the EOR model used, develop and implement an overarching international HR policy aligned with organizational objectives.
    • Ensure compliance with local labour laws, tax regulations, and employment standards
    • Developing exit and/or extension strategies for EOR employees, including conducting risk
      analyses
    • Provide administrative support for employees on the Dutch payroll as well as employees
      engaged through the Employer of Record model
  • Conduct a review and benchmarking of the salary structure, benefits, and performance appraisal
    system within PSI Europe.
  • Reviewing, revising and implementation and execution of the travel and reimbursement policy
    • Exploring and recommending travel reimbursement software solution
    • Selecting and contracting an appropriate travel agency
    • Identifying and coordinating security and safety resources related to business travel
    • Establishing and implementing a company-wide credit card policy
  • Support in the upgrade, implementation, and testing of the timekeeping system
  • Liaison between employees and the EoR, troubleshooting
  • Contribution to the implementation of the organization development plan

Within the organization, an organization development plan will be finalized and implemented in the coming period, in which you are actively involved based on your expertise. As a result, activities and roles within the organization may change.

Where specific expertise is not currently available within the organization, you will assess needs and engage external resources in consultation with the Senior Management Team as appropriate to ensure effective and timely implementation of necessary policies and processes.

You report to the Director of Finance.

QUALIFICATIONS & SKILLS:

  • Bachelor’s and/or master’s degree in human resources, Business Administration, or equivalent.
  • Minimum 3–5 years (HR Officer) or 5 -7 years (HR Manager) of relevant experience in HR operations preferably in an international or multi country environment or international development, or multicultural sector. Experience in a small to mid-sized organization (startups or NGO’s) is an advance.
  • Solid knowledge of Dutch labour laws and compliance, and employment regulations. Knowledge of international labour laws and compliance is an advance.
  • Demonstrated experience in managing HR processes such as Recruiting, Onboarding, Performance management, Employee relations and culture, HR administration and compliance, training and capacity building, HR systems and tools implementation
  • Experience with an Employer of Record (EoR) is an advance
  • Experience developing and implementing HR policies, procedures, and HRIS systems.
  • Proven ability to manage confidential information with discretion and integrity.
  • As the organization develops, the HR role is evolving from operational task execution to building and shaping the HR function. To support this growth, the individual is preferable as a hands-on HR generalist and operates as a working team leader. Strong interpersonal skills with the ability to build trust and work effectively with diverse, cross-cultural teams.
  • Excellent written and verbal communication skills in English; proficiency in Dutch or French is an advantage.
  • High level of organization, accuracy, and attention to detail.
  • Ability to prioritize and deliver quality results under deadlines.
  • Strong problem solving and conflict resolution abilities.
  • Experience facilitating training sessions and staff workshops (e.g., onboarding, safeguarding, HR processes).
  • Proficient in Microsoft Office (Excel, Word, Outlook) and familiar with HR systems or databases.
  • Proactive, flexible, and able to work independently as well as in a team environment.
  • Demonstrated commitment to safeguarding, equity, inclusion, and ethical HR practices

Additional Requirements:

  • Must be a Dutch citizen or have the legal right to work in the Netherlands.
  • Willingness to occasionally travel.
