The Position
As PSI Europe continues to grow and expand activities across multiple countries where it does not have a physical presence, the number of third-party partners and consultants has increased significantly. The Programme Admin Officer will play a critical role in ensuring the effective management of third-party contracts, supporting both programmatic objectives and compliance requirements across multiple geographies. In this capacity, you will operate as a hands-on team member providing oversight and active involvement in financial oversight, compliance and third-party relationship management. The Programme Admin Officer monitors and regularly reports areas of significant risk to senior management and project staff.
The Programme Admin Officer is an integral member of the PSI Europe team.
This position is based in the Netherlands. Although the head office of PSI Europe is located in Amsterdam, the role is predominantly remote, with the expectation that the successful candidate will primarily work from home.
RESPONSIBILITIES: The Programme Admin Officer supports overseas third-party (subawardee, consultant, and contract) administration, including contractual compliance, adherence to policies, and reporting.
Key activities include:
- Ensuring that third-party payments are appropriately supported and reconciled prior to recording, that expenditure remains within obligated amounts, and that invoices are paid in a timely manner.
- Developing internal tools to track active contracts and ensure they are kept up-to-date and compliant with internal and donor regulations.
- Providing quality control for financial management of subawards, consultants and fiduciary agents, including reviewing and processing invoices and cash requests, with more in-depth monitoring when required.
- Ensuring all third-party programme transactions are reflected accurately in the finance system.
- Managing modifications to third-party contracts, including close-out of contracts in coordination with finance and programmatic teams within PSI Europe.
- Ensuring all relevant documents are stored on SharePoint and the shared drive in a structured and accessible manner.
- Liaison between third-party vendors and PSI Europe, troubleshooting.
- Perform additional tasks assigned by the Accounting & Finance Manager or Director of Finance.
You report to the Director of Finance.
QUALIFICATIONS & SKILLS:
- Bachelor’s and/or Master’s degree in accounting, finance, economics, or related field.
- Minimum 3 – 8 years of relevant experience in programme and/or financial management preferably in an international or multi-country environment or international development, or multicultural sector. Experience in a small to mid-sized organisation (startup or NGO) is an advantage.
- Strong knowledge of project accounting, budgeting, forecasting, internal controls, and audit processes.
- Highly organised, hands-on, pragmatic, and solution-oriented, with a strong sense of accountability and integrity.
- Strong financial management, data analysis, and Excel skills.
- Excellent written and verbal communication skills in English; proficiency in Dutch or French is an advantage.
- Demonstrated project management and organisational skills – especially with time-sensitive work. Keen attention to detail and ability to balance multiple projects and manage competing deadlines in a fast-paced environment.
- Proficient in Microsoft Office (Excel, Word, Outlook).
- Proactive, flexible, and able to work independently as well as in a team environment.
Additional Requirements:
- Must be a Dutch citizen or have the legal right to work in the Netherlands.
- Willingness to travel occasionally.
