In some cases – when donors prefer funding to flow through a European entity or where there is strategic alignment – PSI Europe may also oversee the implementation of programmes.
The Position
The Subaward Manager is responsible for the effective operational, financial, and programmatic aspects of PSI Europe’s subaward management and implementation across the full lifecycle. Providing strategic oversight to subaward processes from pre-award to close-out including solicitation processes, negotiation, preparation of sub-award packages, execution, monitoring, overall administration and close-out of subawards based on donor/organisational regulations, policies, and procedures. The Subaward Manager monitors and regularly reports areas of significant risk to senior management and project staff.
The Subaward Manager is an integral member of the PSI Europe team.
This position is based in the Netherlands. Although the head office of PSI Europe is located in Amsterdam, the role is predominantly remote, with the expectation that the successful candidate will primarily work from home.
RESPONSIBILITIES: As a Subaward Manager in an internationally operating organisation, you are responsible for the upgrade / design, and implementation, including hands-on execution and continuous development of subaward-related processes and policies. You will ensure that all subaward processes are aligned with organisational objectives, compliant with applicable regulations, and supportive of PSI Europe’s continued growth and strategic direction.
Key activities include:
- Reviewing and updating the subaward selection process to ensure compliance with internal and external policies and regulations. Reviewing and ensuring quality of initial assessment of subawardees’ financial and programmatic capacity and subsequent monitoring and capacity building plans to reduce risk for PSI Europe.
- Developing and managing a tracking system to monitor subawardee programmatic and financial compliance and risks. Provide regular reports and raise potential risks as appropriate to senior management.
- Ensuring proper financial oversight is provided to subawards, to include tracking of burn rates against subaward terms, ensuring expenditures are incorporated into prime award financial reports, and validating spend aligns with subawardee programmatic deliverables.
- Identifying areas for process standardisation and simplification and coordinating engagement to build and enhance robust tools and templates, policies and procedures, standards and metrics, and organisational systems and process for subawards.
- Collaborating with internal stakeholders to promote and ensure subaward management SOPs (Standard Operating Procedures) are applied consistently, to ensure compliance, and raise opportunities for continuous process improvement and risk reduction.
- Assisting in building, maintaining, and / or strengthening subawardee relations by resolving complex contractual challenges, and ensuring implementation of best practices for partnership management.
- Contributing to the implementation of the organisation development plan.
- Perform additional tasks as assigned by Director of Finance and/or Managing Director.
Within the organisation, an organisation development plan will be finalised and implemented in the coming period, in which you are actively involved based on your expertise. As a result, activities and roles within the organization may change.
Where specific expertise is not currently available within the organisation, you will assess needs and engage external resources in consultation with the Senior Management Team as appropriate to ensure effective and timely implementation of necessary policies and processes.
You report to the Director of Finance.
QUALIFICATIONS & SKILLS:
- Bachelor’s and/or Master’s degree in Business Administration or related field.
- Minimum 3 –8 years of relevant experience in Subaward management preferably in an international or multi-country environment or international development, or multicultural sector. Experience in a small to mid-sized organisation (startup or NGO) is an advantage.
- Proficient in the full sub-award management life cycle (start-up to close-out) in a donor funded environment.
- In depth knowledge of different sub agreement contracting mechanisms and the applicability of various donor/client flow-down requirements.
- Demonstrated expertise and solid knowledge of researching, interpreting, and applying a variety of donor regulations (e.g. FCDO, World Bank, private foundations, Global Fund).
- Strong negotiation skills and ability to engage in challenging conversations with external partners.
- Excellent leadership, consensus-building, and staff capacity building skills with the ability to lead diverse, multi-disciplinary teams.
- Strong financial management, data analysis, and Excel skills.
- Excellent written and verbal communication skills in English; proficiency in Dutch or French is an advantage.
- Demonstrated project management and organisational skills – especially with time-sensitive work. Keen attention to detail and ability to balance multiple projects and manage competing deadlines in a fast-paced environment.
- Proficient in Microsoft Office (Excel, Word, Outlook).
- Proactive, flexible, and able to work independently as well as in a team environment.
Additional Requirements:
- Must be a Dutch citizen or have the legal right to work in the Netherlands.
- Willingness to travel occasionally.
