Dan was er een aanklacht van Micha en PerspectieF, de ChristenUnie Jongeren, die ook door vele organisaties ondertekend is: Nooit meer buiten slapen. Ook Partos heeft ondertekend, want wij zijn het eens met de oproep om een structurele oplossing te vinden voor mensen die in Nederland asiel aanvragen. We willen niet dat asielzoekers buiten slapen, maar menswaardig worden opgevangen. Een goede en realistische inschatting van het aantal mensen dat hier opvang zoekt leidt tot een voldoende groot budget voor het IND en COA om hun werk goed te doen. Structurele opvang is veel goedkoper dan andere vormen van opvang. Het bijkomende voordeel is dat er dan ook geen noodgreep hoeft te worden gedaan uit de pot van ontwikkelingssamenwerking.
En zo komen we bij onze eigen oproep namens ruim 100 organisaties om de aangekondigde bezuinigingen op ontwikkelingssamenwerking ongedaan te maken. We kwamen in de krant, op de radio en op tv. In artikelen en commentaren wordt schande gesproken over de manier waarop de rekening voor de eerstejaarsopvang van asielzoekers wordt doorgeschoven naar het ministerie van Buitenlandse Handel en Ontwikkelingssamenwerking. En dat is niet één jaar, maar er wordt geprojecteerd dat dit minstens tot 2028 mag gebeuren in toenemende mate. Miljarden, in ieder geval € 3,4 miljard tot en met 2026 worden niet in Burundi, Mozambique, Ghana, Rwanda of Congo besteed, maar in…. Nederland. Stel je voor, één van de rijkste landen ter wereld besteedt in 2028 bijna 40% van haar ontwikkelingsbudget in eigen land.
Je zou verwachten dat een minister die dit overkomt het schaamrood op de kaken heeft staan en zich, namens de sector en mensen in nood, boos maakt over de aangekondigde greep uit haar kas. Maar meer dan woorden in de strekking hoe pijnlijk het is voor die mensen en hoe graag ze het anders had gezien, heb ik niet gehoord noch gelezen. Ze staat achter de keuze van het kabinet. Ook van de staatssecretaris die verantwoordelijk is voor het regelen van asielopvang heb ik nog niets gehoord of gelezen waar ik optimistisch van word. Het is nu geregeld tot juni, maar hoe het in juli gaat is nog maar afwachten. De reactie op de brandbrief rondom het afschaffen van fossiele subsidies moeten we nog afwachten, maar de eerdere reacties beloven niet veel vooruitstrevends of nieuws. Dat wringt behoorlijk. Daarom geef ik deze winstwaarschuwing graag af:
Beste bestuurders van Nederland,
Het maatschappelijk middenveld bestaat uit organisaties die spreken namens grote groepen betrokken Nederlanders, die zich uiten als ze zich grote zorgen maken. Er zijn luide, radicale stemmen die met veel kabaal standpunten verkondigen, maar namens een minderheid spreken. De meeste mensen denken niet zo extreem. Die zijn heel redelijk en verwachten ook redelijkheid van hun bestuurders. De signalen dat het kabinet besluiten neemt waar dat brede midden het niet mee eens is, zijn momenteel niet te missen. We zoeken de publiciteit om jullie duidelijk te maken dat we willen dat besluitvorming niet gebaseerd is op angst, op hebzucht of op winstmaximalisering, maar op verdraagzaamheid en gelijke verdeling, op redelijkheid en mededogen met mensen die het minder goed hebben. Wij zijn verontwaardigd over de keuzes die momenteel worden gemaakt. We missen visie en we missen durf.
Het maatschappelijk middenveld spreekt zich uit en laat zien wat er speelt in de samenleving als het gaat om onbegrip en boosheid. Namens al die groepen: als we ons uitspreken, als we ons laten zien, luister dan en laat ons zien dat onze stem ertoe doet. Maak beter toekomstbestendig beleid en kom op verkeerde keuzes terug. We willen dat Nederland staat voor het aanpakken van grote uitdagingen van deze tijd: klimaatverandering, gedwongen migratie, armoede. We willen structurele oplossingen. We willen noodhulp bieden als het nodig is. We willen menswaardige opvang van asielzoekers. We willen duurzame ontwikkeling wereldwijd en we willen zien dat we mensen die het zwaar hebben niet in de steek laten. Moeilijk? Misschien wel. Onmogelijk? Nee, zeker niet.
Doesn't the cabinet have the cheeks of shame?
Civil society is making itself heard. Yesterday, NRC featured a full-page pressing letter addressed to cabinet signed by nearly 100 organizations, including many Partos members and Partos itself. Fossil subsidies cost billions, worsen the climate crisis and stand in the way of a healthy future. Stopping fossil subsidies now would free up billions for a fair transition.
Then there was a denunciation by Micha and PerspectieF, the Christian Union Youth, also signed by many organizations: Sleeping Outside, Never Again. Partos also signed, because we are in agreement with the call to find a structural solution for people seeking asylum in the Netherlands. We do not want asylum seekers to sleep outside, but to be received with dignity. A good and realistic estimate of the number of people seeking shelter here leads to sufficient budget for the IND and COA to do their work properly. Structural reception is much cheaper than other forms of reception. The additional advantage is that there is then also no need for an emergency intervention from the money jar of development cooperation.
And so we come to the Partos call on behalf of more than 100 organizations to reverse the announced cuts in development cooperation. We found ourselves in the newspaper, on the radio and on TV. Articles and commentaries spoke with outrageous about how the bill for the first-year reception of asylum seekers is being passed on to the Ministry of Foreign Trade and Development Cooperation. And this is not one year, but it is projected that this may happen at least until 2028 in increasing numbers. Billions, at least 3.4 in the next four years, will be spent not in Burundi, Mozambique, Ghana, Rwanda or Congo, but in…. Netherlands. Imagine, one of the richest countries in the world spends nearly 40 percent of its development budget domestically by 2028.
One would expect a minister to whom this happens would be deeply ashamed and angry at the announced grab from her coffers on behalf of the sector and people in need. But I have neither heard nor read more than how painful it is for those people and how she would have liked it to be different. She supports the cabinet’s choice. Nor have I heard or read anything from the secretary of state responsible for arranging asylum reception that makes me optimistic. It is now settled until June, but how it goes in July remains to be seen. We still have to wait for the response to the pressing letter regarding the elimination of fossil subsidies, but the previous responses do not promise much in the way of progress or news. That falters quite a bit. That is why I am issuing the following ‘profit warning’.
Dear administrators of the Netherlands,
Civil society consists of organizations that speak on behalf of large groups of concerned Dutch people and they speak out when they are deeply concerned. There are loud, radical voices that proclaim positions with much noise but speak on behalf of a minority. Most people do not think in extremes. They are very reasonable and also expect reason from their administrators. The signals that the cabinet is making decisions that these reasonable people do not agree with cannot be missed at the moment. We are seeking publicity to make it clear to you that we want decision-making not to be based on fear, on greed or on profit maximization, but on tolerance and equal distribution, on reason and compassion for those less fortunate. We are outraged by the choices that are currently being made. We do not see vision nor boldness.
Civil society is speaking out and showing what is going on in society when it comes to misunderstanding and anger. On behalf of all those groups: when we speak out, when we show up, listen and show us that our voice matters. Make better future-proof policies and revisit wrong choices. We want the Netherlands to stand for addressing major challenges of our time: climate change, forced migration, poverty. We want structural solutions. We want to provide emergency aid when needed. We want humane reception of asylum seekers. We want sustainable development worldwide and we want to see that we do not abandon people who are struggling. Difficult? Perhaps so. Impossible? Certainly not.
